What it means
A transparency notice is a clear statement that tells people they are interacting with an AI system, or that content was generated or changed by AI. It is placed where people will actually see it — for example at the start of a chat or next to generated content — and written in plain language, not buried in terms and conditions. The point is simple: nobody should have to guess whether they are dealing with a person or a machine.
Why it matters for governance
It matters for governance because people can only question, trust, or step away from an AI interaction if they know it is happening.
Example
A support chat opens with a short line saying the first replies come from an AI agent and that a human can take over on request.
